A group of residents on Manhattan's Lower East Side are crying foul.
They say a broken pipe at 70 Baruch Drive has been leaking raw sewage in front of their building for months.
Tenants at the Baruch Houses have been dealing with the problem for more than a year, and despite repair efforts the problem keeps resurfacing.
Sewage, human waste, toilet paper, and other garbage is seeping out of a pipe and onto the sidewalk and street.
"Everybody's toilet backs up in the front of the building, you have toilet paper, you have excrement, you have all kinds of stuff coming out the front of the building, it's ridiculous," said Baruch Houses resident Sam Flavors.
"It's embarrassing. You can't bring people to your neighborhood because they see this and are like what kind of neighborhood are you living in?" said Baruch Houses resident Morris Spitzer.
Residents say every time the pipe spills, maintenance crews from the New York City Housing Authority -- which operates the building -- snake out the front of the building and clean up the spill before the cycle starts again.
The problem is especially alarming since kids play nearby.
Residents say it's also affecting plumbing inside their units.
"The water shoots up at night, so you have to keep your lids closed so thank God no excrement is coming up, but the water shoots up so you have to constantly clear your toilet seat off. It's ridiculous," Flavors said.
"This is terrible. It so terrible for the people and even for the kids when they come out of the building all that, all that crap in front of the building and toilet papers," said another building resident.
In a statement released Friday, a NYCHA spokesperson said the agency has worked to fix the problem, saying, "The New York City Housing Authority staff cleared the stoppage, however we had a reoccurrence on 10/29/10. It is now cleared once more and our contractor is on site pumping out the basement."
