A federal judge upheld Friday a new city regulation that caps the number of art vendors allowed in Manhattan's busiest parks.

Local artists claimed it was unconstitutional for the city to limit vendors in Union Square Park, Battery Park and the High Line.

The judge threw out to two motions for an injunction to the new rules.

The City Law Department was pleased by the judge's decision, saying it is "a careful balance between the rights of vendors and the public's right to enjoy the parks."

Lawyers for the artists plan to appeal.

The rule is set to take effect on Monday.
