Ray Hernandez reports: “Marc Cenedella, a wealthy Republican businessman who was laying the groundwork for a United States Senate campaign in New York, announced on Tuesday that he had decided not to run. The announcement came after Mr. Cenedella faced a torrent of criticism over a blog under his name that had entries containing observations about sex, women and drugs.”

Danny Hakim notes: “The State Assembly has begun an investigation of a little-known government body that plays a major role in setting transportation policy in New York City and its suburbs. The investigation is the first significant inquiry undertaken by Andrew Hevesi, the new chairman of the Assembly’s Oversight, Analysis and Investigation Committee. He is investigating the New York Metropolitan Transportation Council, which consists of leaders from the city’s government, three Hudson Valley counties, two Long Island counties, the Metropolitan Transportation Authority and the State Transportation Department, as well as nonvoting representatives from the federal government, New Jersey, and the Port Authority of New York and New Jersey.”

Schram & Sanderson write: “Police Commissioner Ray Kelly — furious over cops showing up at crime scenes wearing sometimes offensive precinct T-shirts — has banned even off-duty officers from sporting anything with an NYPD logo without prior approval.”

Erik Kriss reports: “State Senate Majority Leader Dean Skelos called a state minimum-wage hike a potential ‘job killer’ yesterday — a day after Assembly Speaker Sheldon Silver declared an increase his house’s top 2012 legislative priority.”

Sally Goldenberg writes: “City Council Speaker Christine Quinn plans to return $2,000 from convicted felons after The Post questioned the campaign cash she was holding in her probable run for mayor. Her 2013 campaign will give back a $1,000 donation from Ponzi schemer Kenneth Starr, formerly of Starr & Co., but is keeping $10,000 from his associates, Quinn spokesman Mark Guma said.”

New York Daily News

Reuven Blau reports: “The city's welfare agency is on a hiring spree, adding more than 200 workers to handle a spike in the number of poor flocking to its centers for benefits. The Human Resources Administration hired more than 100 employees in July and plans to fill nearly 100 more positions to accommodate food-stamp and rent-assistance applicants jamming their offices, officials said Tuesday.”
