One of the men looking to challenge Charles Rangel's congressional re-election bid for his Harlem seat doesn't even live in New York, NY1 has learned.

Pastor Michael Walrond is a well-known figure in Harlem who actually makes his home in New Jersey.

The pastor of Harlem's First Corinthian Baptist Church and a leader in the National Action Network tells NY1 that he will move to Harlem this month.

According to federal law, a candidate is only required to live in the state he or she wants to represent once elected.

Rangel will be running for his congressional seat for the 23rd time.

The 83-year-old is one of Congress' longest-serving figures.
